Members of the Council are hereby summoned to attend the Environment and Resources Committee meeting in The Claydon Room, Plantation Hall, Colchester Road, Heybridge on THURSDAY 28 SEPTEMBER 2017 at 7.30pm for the purpose of transacting the following business.

1.                To elect Chairman of the Committee for the current municipal year.


2.                Apologies

i) To receive apologies for absence;

ii) To approve the reasons for absence.

4.                Minutes

To receive and confirm the minutes of the meeting held on the 27 July 2017 (Appendix 1.)


To note the meeting held on the 24th August 2017 was not quorate (Appendix 2.)


5.                Interests

To receive member’s declarations of Discloseable Pecuniary Interests, Other Registerable Pecuniary Interests, Registerable Non-Pecuniary Interests on items on the agenda.  To note any dispensations granted.


                   (Members are reminded that they are also required to declare interests as soon as they become aware should the need arise throughout the meeting.)  




6.                Public Participation

Public participation session with respect to items on the agenda and other matters that are of mutual interest.


7.                Clerks Report

      To receive a report from the Clerk providing further information on various items on the agenda (to be circulated).


8.                Plantation Hall and Playing Field

                   i) To consider removing the conservatory roof of the Claydon Room and replacing with a normal roof;

                   ii) To agree the disposal of the old chair trolleys;

                   iii) To ratify the expense of £183.56 + VAT for replacement Raptor fence;

                   v) To receive the security audit report of Plantation Hall and consider any recommendations (to be circulated);

                   vi) To note and consider the insurance requirements for the front entrance door locks and supervision of the Children’s Play Area.


9.                Amenity Areas

                   a) To consider any issues.

                   b) To consider cutting back the overhanging branches from the shrubs/trees along the footpath leading to the Children’s Play Area at Elizabeth Way;

                   c) To consider the quotations received to replace the wooden fence at Rowan Drive Enclosed Amenity Area;

                   d) To ratify the expense of £260.00 + VAT to carry out the works to the Ash overhanging residents property in The Roothings.


10.             Daisy Meadow Car Park

a) To consider any issues;

b) To consider the request from residents to mark Daisy Meadow Car Park following an accident that occurred in the Car Park;

c) To consider investigating possibility of a second public car park in Heybridge Basin.


11.              Groundsmen Contract and Gardener

i) To receive a report from the Gardener regarding fencing for the new planted hedge area.

12.              Bins, Seats, Dog Bins, Bus Shelters

                   i) To note any issues;

  1. To consider the quotation of £2438.00 + VAT to relocate the Horse Trough.

    iii) To consider seeking quotes to replace the bus top at Langford Place (Elms Farm Roundabout) with a bus shelter following a request from a resident.



    13.              Improvements within the Parish

                       i) To note any eye-sore areas within the Parish such as signage, unkempt properties or hazardous areas and consider reporting the problems to the appropriate authority(ies);

  • To note that the area around the Old Ship Public House, Heybridge Basin had been reported to MDC and they would not be taking any further action;

  • To note that the two overgrown gardens had been reported to MDC and they would not be taking any further action.

                       ii) To make suggestions of ways to improve the appearance of the Parish.

  • To receive a report from Cllr Lewis on open gardens;

  • To receive a report from Cllr Hall on an award scheme.

    iii)To consider clearing the overgrown footpath between Cedar Chase and Towers Road following an ongoing complaint from a resident.



     14.              Future meetings

  1. The next meeting of the Planning Committee of the Parish Council will be held on Thursday 5th October 2017 at 7.30pm.

  2. The next meeting of the Events Committee of the Parish Council will be held on Thursday 12th October 2017 at 7.30pm.

  3. The next Parish Council Meeting will be held on Thursday 19th October 2017 at 7.30pm.

The next meeting of the Environment and Resources Committee of the Parish Council will be held on Thursday 26th

Notice of Casual Vacancy - West Ward -







There is a vacancy on the above parish council caused by the resignation of Councillor Sofia Bishop.                                    

An election to fill the vacancy will be held if within 14 days from the date of this notice ten local government electors for the West Ward of the Parish make written requests to the Returning Officer, Maldon District Council, Princes Road, Maldon, Essex CM9 5DL, asking for such an election to be held.

The 14 days does not include Saturdays, Sundays, Christmas Eve, Christmas Day, Good Friday or a Bank Holiday.

If an election is not requested, the Parish Council will fill the vacancy by co-option.

Council Tax Support Consultation -

Have your say on the £3M cost of Council Tax Support


Maldon District Council is asking all residents to comment on a local scheme which helps low income households with the cost of their Council Tax. 


The Council Tax Support scheme costs £3 Million and provides help to around 4000 low income households in our District. Around 1800 of the households supported through the scheme are ‘working-age households’, who can currently receive up to 80% off their household Council Tax bill.


Each year we have had to carefully consider the cost of this scheme and the amount of support given. Government rules means that currently pensioners cannot be affected by reductions. Therefore, any changes to the Council Tax Support scheme would only affect working-age households. 


Maldon District Council needs your views on how the £3 Million Council Tax Support scheme should continue for 2018-19.


Cllr David Sismey, Chair of the Council’s Finance and Corporate Services Committee said: “It is vitally important that we hear from all residents with their views on our Council Tax Support scheme and how it is funded, not just those who are currently receiving support”. 


The public consultation runs for six weeks from Monday 18 September and is open to everyone in the District, including local support organisations. The scheme will be reviewed and agreed by a full Council meeting in December 2017.

Voter Registration Details -

Residents in the Maldon District are urged to look out for their voter registration details in the post


Residents living in the Maldon District are receiving a form asking them to check and update the information that appears on the electoral register.


Maldon District Council is asking residents in the District to look out for the form in the post and to make sure that they respond as soon as possible.


Register Canvass Assistants jobs available


The Council is also seeking to recruit a number of Register Canvass Assistants to who will go door to door to encourage the completion and return of Household Enquiry Forms (HEF) and Invitations to Register (ITR) forms. Enthusiastic and responsible people looking for flexible work are encouraged to apply at www.maldon.gov.uk/jobs.


The form ensures that Maldon District Council can keep the electoral register up to date and identify any residents who are not registered so that they can be encouraged to do so. With local elections taking place in the Maldon District in May 2019, this is an important opportunity for residents to make sure they will be able to take part.


Councillor David Sismey, Chairman of Finance and Corporate Services Committee said: “This work is vital to support the democratic process. I would like to encourage all residents to respond as soon as possible, so we can make sure we have the right details on the electoral register for every address in the District. To make sure you are able to have your say at the elections next year, simply check the form when it arrives and respond as soon as you can. Instead of responding by post, you have the options of responding by telephone, the internet or SMS, all of which are easy to use. If you’re not currently registered, your name will not appear on the form. To register, the easiest way is online at www.gov.uk/register-to-vote, or we’ll send you information explaining how to do this in the post. In any case, you will still need to complete the form and send it back to Maldon District Council.”


People who have moved address recently are particularly encouraged to keep an eye out for the form and check the details. Research by the independent Electoral Commission indicates that recent home movers are far less likely to be registered than those that have lived at the same address for a long time. Across Great Britain, 96% of people who have been at their property for more than sixteen years will be registered, compared to 27% of people who have lived at an address for less than one year.


Melanie Davidson, Head of Support and Improvement at the Electoral Commission, said “It’s really important that everyone who is entitled to vote is able to do so; checking the form that will arrive through the post is one of the easiest ways to find out if you are already registered. There’s lots of helpful information about registering to vote on our website www.yourvotematters.co.uk.”
