Maldon District Council - Press Release

HERITAGE TREASURES OF THE MALDON DISTRICT ARE OPENED TO THE PUBLIC!



Twenty four heritage events and tours of private historic properties in the Maldon District will be on offer to the public FREE OF CHARGE on the 11th and 12th September 2010. Organised by Maldon District Council and supported by local volunteers, the activities form part of Heritage Open Days 2010, a national event co-ordinated by English Heritage.



One of the new venues to the Maldon District Heritage Open Days bill will be the re-creation of the old Village shop at 2 Fish Street, Goldhanger. The re-creation of the shop, which closed about forty years ago, will be based upon the memories of the residents who can still remember it and research by the local historian.



Other new events include guided history walks of Great Totham (by Clive Potter) and of Purleigh (by Stephen Potter). Both these local historians have great collections of old photographs which illustrate the ways these villages have evolved over time. A play written by the historian Beryl Board will be performed at St Mary’s Church, Maldon, and will take a light-hearted look at the infamous Battle of Maldon (991).



As an additional dimension to this year’s Maldon District Heritage Open Days participating venues and events have been asked to nominate a relevant object which reveals something about our local heritage. More can be found out about each object at each attraction.



Cllr. David Horner, Chairman of the District Council’s Planning and Licensing Committee said: “Many of the attractions on offer at this year’s event are not usually open to the public, so it really is a valuable opportunity for people to get to know something new about the community in which they live. Not only can people learn about and enjoy heritage that is right on their doorstep, but they can experience it for free”

Maldon District Neighbourhood Watch Needs You!

If you think Neighbourhood Watch is just about being a nosey neighbour and twitching curtains then you are wrong.



It is one of the biggest and most successful crime prevention initiatives in the country, but common misconceptions about the scheme can detract from the valuable work done by its members.



In fact, Neighbourhood Watch is about working in partnership with the police in order to prevent crime and creating a safer place to live, work and play. Neighbourhood Watch can also help to reduce crime, provide reassurance to residents in your area and encourage a sense of community where you live.



Neighbourhood Watch is already up and running in the Maldon District, with more than 25 street coordinators working hard to raise awareness and cut crime. But extra volunteers are needed to cover more areas throughout the district to make it an even safer place to live.



Taking action, together with your neighbours, can reduce local crime so if you would like to make a difference to your community then Neighbourhood Watch needs you!

Please be advised that a Temporary Road Closure has been arranged at the above location as follows:



1                 Blue Mills Bridge will be closed for a distance of approximately 30 metres from a point approximately 650 metres east of its junction with B1018 Maldon Road.



2                 Access will be maintained to properties during the closure.



3        The alternative route will be via Blue Mills Hill, Witham Road, The Street, Maypole Road, B1018 Langford Road, B1018 Maldon Road, B1018 Witham Road, B1018 Langford Road, B1018 Station Road, B1018 Maldon Road, Blue Mills Hill and vice versa.

Heybridge Parish Council - Press Release

HEYBRIDGE IN BLOOM COMPETITION 2010


The Parish Council is again sponsoring this competition in 2010.  This is designed to be a ‘fun’ event for the residents of Heybridge to enter their front gardens.  There will be six categories, so whether a novice or expert, local residents are encouraged to take part.



Entries will need to be returned by SUNDAY 8th AUGUST 2010, and judging will take place (by independent and experienced persons) during August.  There are gift vouchers for the first place winners in each category, and other place winners will receive certificates.



Councillor Prof Lew Schnurr, Vice-Chairman of the Parish Council, said “This is an exciting chance for the people to get involved with something that will improve the appearance of their communities to be enjoyed by all.  I hope there is a good response to the competition”.

£858 million: The high price of litter


Maldon District Council is getting behind Keep Britain Tidy’s campaign to clean up England’s streets and save the country more than £3/4 billion pounds a year.


Every year, it costs £858 million to pick up the litter that doesn’t make it into a bin, with over £630,000 spent in the Maldon District alone.


That’s £2.3 million a day, 365 days a year – and some of that money could be used for services for the people of the Maldon District rather than being used to clear up discarded cigarette ends and fast-food wrappers!


Keep Britain Tidy’s latest campaign is calling on everyone to ‘Get behind’ its rallying cry to clean up England’s streets. The charity’s message is that the fact that we have to spend £858 million on cleaning up litter is a national disgrace – and the solution lies in our own hands. Posters and bus side adverts will be up around the District encouraging the public to pick up their litter and put it in a bin, rather than let it cause a mess on our streets.


Keep Britain Tidy’s Chief Executive Phil Barton said: ‘It is ridiculous that councils have to spend so much money on cleaning up their residents’ litter. If everyone would just put their litter in a bin, instead of mindlessly dropping it on the floor, we could save millions of pounds a year – and that money could be used to fund vital services for the whole community.


‘It is time for the silent majority to stand up and say “enough is enough”, get behind Keep Britain Tidy and Maldon Council and show those who think it’s OK to throw their rubbish on the floor – at a cost to the country of £858 million a year – that there is a better way.”


The Vice Chairman of the Council’s Community Services Committee, Cllr David Williams, said: “This campaign will help educate people about the true costs of littering.  It’s illogical that money needs to be spent clearing up litter when it could easily be prevented by people putting it in a bin in the first place.  A change in people’s behaviour will not only save money but also make our District a cleaner and more pleasant place to live”.

Maldon District Council - Press Release

144 High Street, Maldon, Public Inquiry



The Society for the Protection of Ancient Buildings (SPAB) is supporting Maldon District Council’s action against unauthorised works to a listed building in Maldon High Street.



The building’s owners, the Rochford and South East Building Preservation Trust, have appealed the Council’s requirement to return the windows and render which were removed from 144 High Street without Listed Building Consent. The owner’s appeal will be heard at a two-day Public Inquiry commencing on 27th July.



The SPAB, Britain’s oldest building conservation body, founded in 1877, shares the District Council’s concern that the unauthorised exposure of the timber frame will lead to accelerated weather-related decay of the structure if not re-covered with a breathable lime-based render.



David Lodge, a member of the SPAB's committee with enormous experience of building conservation in Essex, said; “As a resident of Heybridge, near Maldon, I have observed the on-going alterations to 144 High Street with growing concern. The sash windows and traditional render were important to the building's character and history, and are part of the town's Georgian heritage.  The render also provided valuable protection for the ancient timbers beneath, which could decay fast if left exposed.  The council are only doing what's best for the building."


 

Mr. Lodge will appear as an expert witness as a representative of the SPAB at the Public Inquiry on 27 July.

PRESS RELEASE

2011 Census Recruitment



The national census is taking place on Sunday 27 March 2011 and, between now and then, there will be a number of recruitment campaigns to find the right staff for census activities. Capita have been chosen to handle recruitment, training and payroll on behalf of the Office of National Statistics (ONS).


Recruitment will be carried out in phases throughout 2010. Field staff sourced through local authorities have in the past proved to be ideal candidates as they have an excellent knowledge of the local area and community.

Woodham Walter Rural Celebration

Press Release




“A very warm welcome awaits you!” – so says Mark Durham, Chairman of  the Woodham Walter Rural Celebration Committee which is preparing for this year’s event, to be held on Sunday 29th August.    Now in its 5th year this traditional country fair, which celebrates the best of rural life, has become a popular event in the Essex summer diary, offering entertainment for all the family; there really will be something for everyone to enjoy in a wonderful rural setting. 



Daytime events from 1pm include demonstrations and stalls with traditional crafts, rural skills and ever popular activities including:  Competition Tent, Pets Corner, Traditional Steam Engine,  Pony Rides, Fairground attractions, Face Painting, Refreshments and Homemade Cakes, BBQ, Fine Dining Catering, Beer Tent with live music throughout the day,  traditional games & stalls plus displays  of traditional rural skills and crafts, agricultural machinery and blacksmith demonstration.  Arena activities include a Falconry Display and Gun Dog Trials plus family games and events.  This year’s evening entertainment has been extended to feature two live bands, culminating in a  laser and smoke show  by one of the UK’s premier 70’s/80’s disco bands, For Funk Sake, who return to Woodham Walter back by popular demand following their fantastic appearance last year.



Woodham Walter is a hidden gem of a village which boasts a traditional old-fashioned community feel.  There is a primary school with about 80 children, a small shop/post office, 2 golf courses, a brand new holiday lodge park, 3 pubs plus the only surviving Elizabethan church in Essex built in 1563.  The village is well worth a visit and on the day of the event, Sunday 30th August, Woodham Walter (just off the A414 between Danbury and Maldon) will be buzzing with excitement and atmosphere.



The event is organised by the Bell Meadow Village Association which was formed on behalf of the Parish Council in 2005 by a group of volunteers with a keen interest in Bell Meadow after it was gifted to the village.  The Woodham Walter Rural Celebration has now become an annual event, held on the Sunday of the August Bank Holiday weekend, when the whole village comes together to celebrate its rural heritage and to warmly welcome visitors.



Woodham Walter Rural Celebration Day is supported by local individuals and businesses.

HEYBRIDGE IN BLOOM COMPETITION 2010


The Parish Council is again sponsoring this competition in 2010.  This is designed to be a ‘fun’ event for the residents of Heybridge to enter their front gardens.  There will be six categories, so whether a novice or expert, local residents are encouraged to take part.



The forthcoming edition of the Heybridge Herald delivered to all properties in Heybridge will contain an entry form.  Entries will need to be returned by end of July, and judging (by independent and experienced persons) during August.  There are gift vouchers for the first place winners in each category, and other place winners will receive certificates.



Councillor Prof Lew Schnurr, Vice-Chairman of the Parish Council, said “This is an exciting chance for the people to get involved with something that will improve the appearance of their communities to be enjoyed by all.  I hope there is a good response to the competition”.

FREE ICE SKATING COMES TO HEYBRIDGE

Touring Artificial Ice Skating Rink comes to
Plantation Hall, Heybridge 13 – 16 April



Maldon District Council is pleased to announce the next event of the touring programme of FREE artificial ice-skating for children of the Maldon District.  This is funded by the Big Lottery as part of the Maldon District Children’s Play Strategy.



The artificial skating rink will be at the Plantation Hall, Heybridge from 13 to 16 April 2010 with skating sessions beginning at 10am until 5pm each day operating on a first come, first served basis.



Children under 8 years old must be accompanied by an adult, with a maximum of two under 8s per adult.  Children with mobility problems are very welcome.  For further information please contact Maldon District Tourist Information Centre on 01621 856503 (open Mon – Sat, 10am – 4pm) or Burnham Tourist Information Centre on 01621 784962 (open Mon – Sat, 10am – 4pm).

HIGHWAY/FOOTPATH CLOSURES

The section of Goldhanger Road to the west of Basin Road is due to be closed again for one day on 22 December for completion of the repairs to Spicketts Brook Bridge.  A signed diversion will be in place again.   A section of Bridleway 24 on the south-west side of Holloway Road is due to be closed for 18 weeks from 4 January 2010 for work to replace the damaged chunker under the Canal (where Langford Ditch feeds).  The alternative route will be via Temple Way,  Heybridge Approach, Holloway Road and vice versa.  Public Notice is due to be given on 23 December 2009.

LOCAL TRANSPORT PLAN CONSULTATION

Essex County Council is consulting the public on its next Local Transport Plan to take effect from 2011.  An online questionnaire is available at www.engageessex.org.uk under current consultations.  The consultation runs until 15 January 2010.


This is an opportunity for the public to tell the County Council how money should be spent on transport projects in Essex and to provide ideas for how limited resources should be used as effectively as possible.

NEIGHBOURHOOD ACTION PANEL

Please note that the next Neighbourhood Action Panel organised by Maldon Police and the Maldon District Community Safety Partnership will be held at Plantation Hall on 2 November 2009 at 7pm.


At the last meeting in September, the three new priority actions were identified:


1. Anti Social behaviour at King George V Playing Field/Plantation Hall, and also at Colchester Road, Stock Chase and Hillary Close locations nearby.


2. Nuisance/illegal use of mini motos - Abbotsmead and also anti social behaviour in that area.


3. Nuisance vehicle and anti-social behaviour in Glebe Road.

AUDIT OF ACCOUNTS - CONCLUSION

The audit of the Parish Council’s accounts for the year ending 31 March 2009 has


been concluded.



The statement of accounts together with the external auditor’s certificate and opinion may


be inspected, and copies may be taken, by arrangement with me.  In addition, this


documentation may be inspected, and copies made available, at Plantation Hall,


Colchester Road, Heybridge – the Administrator can be contacted on 01621 852471.

ELIZABETH WAY PLAY AREA IMPROVEMENTS

 


The Parish Council is pleased to announce the recent completion of two significant improvements to the Elizabeth Way Play area in Heybridge.



First, a children’s play equipment area designed for the 5 and under (accompanied by an adult) age group was a project the Parish Council had in mind for a while.  Through the budgetary review process last year, a commitment towards the scheme at a cost of £20,000 was made.



Second, the provision of a raised path linking the pedestrian access from Abbotsmead at the lower end of the site to the top end, with a connecting spur to the new play equipment area.  The lower area of the site traditionally has a high water table and access over it can be extremely difficult in wet conditions.  Although the Parish Council organised this work, funding was provided from the District Council from a planning obligation linked to permission for recent development in the locality.



Councillor Anne Beale, Chairman of the Parish Council, said “These worthwhile improvements give the play area a real lift, and hopefully they will be appreciated by residents in that locality”.

HOLLOWAY ROAD - PROPOSED WEIGHT LIMIT

Essex County Council is proposing to impose a 7.5tonne weight restriction on Holloway Road.  Public notice was due to be given today.  This is a scheme that was originally requested to protect Holloway Road and its residents from the effects of heavy goods vehicles in both safety and environmental terms.  The restriction would complement the recently revised directional signing which of course points heavy vehicles to use the Maldon Bypass, Heybridge Approach and The Causeway as the link to the B1018 and heading to and from the A12.  Comments may be made to Essex County Council (TRO Comments, Mid Area Highways Office, 2 Beaufort Road, New Dukes Way, Chelmsford CM2 6PS or email to TRO-commentsmidarea@essex.gov.uk by 6 August 2009.

PLANNING APPEAL DECISION
The appeal against the District Council's refusal of the application to change the use of the former chapel at Basin Road, Heybridge Basin from D1 to A3 (restaurant) has been dismissed.  The main issues were impact on the living conditions of occupiers of nearby properties - particularly odour, noise and disturbance - and the effect of the proposal on the character and appearance of the conservation area.  The Inspector concluded that the justification for preservation of the building was not strong enough to overcome the harm to the living conditions and effect on the conservation area.

DOG FOULING - DISTRICT WIDE DOG CONTROL ORDER

On 18 December 2008 the Maldon District Council adopted The Fouling of Land by Dogs (District of Maldon) Order 2008 under the Clean Neighbourhoods and Environment Act 2005.  The Order will come into force from 5 January 2009 and will mean that it is an offence not to remove dog faeces from any land within the administrative area of the Maldon District.  This will include any land which is open to the air, including covered land which is open to the air on at least one side, and to which the public are entitled or permitted to have access with or without payment.  More information is available via the District Council's website www.maldon.gov.uk.

JUNIOR RANGERS CLUB

This is a new and exciting scheme recently launched by the District Council.  The Junior Rangers Club is for children aged 7-12 in the District to have the opportunity to get involved in activities and events in the local area and at their local park.  Events are held at Maldon Promenade Park from 10am to 12noon - the next one is on 13 December 2008 - meeting at the Junior Rangers Meeting Point (pre-booking required).  For more information contact louise.flavell@maldon.gov.uk.
